I think that bissell is really supposed to be pink or something like that. It doesn’t look like it’s purple because for example a bissell powerforce helix 2191u or a 1700u model would be purple most likely cause I don’t know if they made orange powerforce helixes.
I think the brush roll is the reason why the Bissell is not turning on because it's shot, but if the brush roll is replaced, the Bissell might work.

Just out of curiosity, have you tried turning the motor on the 1700U by hand to see if it is locked up?
