Hi - rate is singular, rates are plural. One rate could be for one country, or it could be an average literacy rate globally, but if you talk about the rates across different countries, and maybe compare them, you'd be referring to the different literacy rates, which will be different in different countries. Hi - I think this can vary, but after the decimal point I would say 'one one' rather than 'eleven' :-)
