Going to be adding a display for Units’ Unique Blessings to Editor soon but basically Minato’s passive is:
Whenever he damages a Unit during the attack phase he marks them with a Raijin tag to perform a follow up attack at the end of the attack phase with a chance to inflict Fear + Bleed (but can’t kill)
Although the Yellow Flash can also inflict Fear if Minato manages to actually execute (though just because he kills them with it doesn’t mean he executes he just did enough damage but they weren’t in the execute range)
