I presumed that Jagd Doga, like all of Anaheim Electronic made Neo Zeon weapons are made on the far side Granada Zeonic plant in Grenada that AE acquired after One Year War. Zeonic used to make weapons for Zeon.
My guess is the knife on the beam sabre doesn't require anywhere near as much energy so as a fallback close combat weapon or for a takedown that's harder to spot from a distance. I wouldn't be surprised if it can be powered directly via palm connection since its purely electrical unlike a beam sabre.
One has to wonder if part of the standard thought process in Gundam writers mindsets is: “Okay we got the main villain and his mobile suit/mobile armor. Now do we have any super unstable young moronic kids we can give the unique super prototypes to?” “Not at the moment.” “Alright then make some. And make sure they are good enough to kill at least one major character before getting killed by someone else.” Cause I swear every major prototype or limited special mobile suit ends up in the hands of the insane simps or insane kid villain pilots Quess, Desil, Angelo, Hathaway, etc
Probably to save cost. The Jagd Doga's backpack was higher performance and therefore consumed more fuel. The Sleeves were constrained by limited resources and logistics. And it is possible the suit's main engines did receive some damage at Luna II that just wasn't animated. Also, with the Jagd Doga being a very limited machine, it was probably easier to use the Geara Doga backpack since it was still in service on the remaining Geara Dogas and Guards type Geara Zulus.
They have limited resources after the Second Neo Zeon war since Sleeves have very limited numbers and resources since Federation is taking over everything and more strict after the war, being Palau the only safe place for them. Wait, nevermind the Palau thing, they fought outside that colony on UC 0096.
