Hamas is a political party that competes in Palestinian Authority elections, same as Republicans and Democrats do in the United States gov. I suppose if all the Hamas candidates weren't physically in the West Bank then that statement could have been technically considered true, however the party was legally registered in Ramallah and also the majority of Hamas's voting base is located in the West Bank(especially since the attack was planned to happen from the Gaza Strip, so West Bank residents didn't fear for their safety should Israel retaliate). So yeah, saying Hamas wasn't in the West Bank was always an either ignorant or duplicitous statement.
