No old warmogs didn't even have an hp requirement and healed 3 times as fast once activated but didn't have the movement speed that is the real problem with the movement speed that it gives now it makes it easy to avoid trades until it actives.

You can now use it as 1st item, u used to have to spend at least another 800g (2 ruby cristals) to activate the passive heal. Now it works by just taking the 2 scaling hp runes and overgrowth.
Warmogs definitely should have a max hp % it can bring you to, scaling with level. Something like, it can bring you to 50% max hp at level 1 (If you somehow get 15 kills to afford it XD ) and it can bring you to 100% only at level 18.
I have a counter play for these kinds of top metas Do not interact, push waves and do not interact with your lane opponent, if this sound like its unfun because it is unfun but i rather live to kill them later rather than to die slowly to this bs

Scaling hp rune and dblade/dshield is just enough. The move speed is great too but priority is still on the disgusting trade patterns the item allows you to take because of the sustain
They need to adjust warmog's so it worked like it used to where the healing passive didn't work when you got it first item because you didn't have enough bonus health
