Jay will never be a Ninja again, because being a Ninja has too many rules and Jay doesn't like following much rules, and Jay wouldn't be a ninja without Master Wu, who is dead. And how will Jay remember all the techniques he learned. Plot armor, and bad writing is the only thing that can make Jay a ninja again

If he is a villain in the tournament half of this year, it wouldn’t make sense for him to appear in Part 1 of season 2. Unless he appears and then later becomes a villain, but I doubt it.

I think that because of the state of his memory, he does not remember ninjas and his friends, master wu, and the fact that he is a ninja. He remembers that he is a lightning master, and maybe even his parents. In one part he said that he didn't tell anyone that he was a lightning master.
I think the administration will join the source tournament and Jay will fight for them in a mech or something similar. Thus this set. I think once the ninja see Jay in the tournament they will try and restore his memories.
He’s not turning evil, he just got memory loss after the merge, he probably got a concussion, and healed without regaining his memories back. Hope this helps!

Jay is the weakest ninja always succumbing to his emotions, becoming evil or retiring from being a ninja. He has no reason to be evil a complete waste if this rumour is true.
