The problems in cece is that if the enemy's too near he cant touch them with his skill.....for example when enemies chasing you you always needwto put on gap always

Flameshot to create distance, then ult for slow and you keep running, then you will probably make enough range to land skill 2, might sound difficult early mid game but during late game when you have blood wings for movement speed, pretty doable, unless your ult is on CD, Soo do not waste your ult unless nessesary like chasing or running,

Yup he's still good, but in higher ranks he's kind of weak, because the matches in higher ranks are usually short
And the matches in lower ranks are usually longer, and the longer the match, the more powerful cecilion becomes
