1st.: don't go in your kuruma(personal vehicle) after the cutscene, stay in the "race car", because you are just loosing time and letting him get away and more henchmen spawn in, 2nd: you don't need to ram the car to damage it, just pull out your weapon of choice (no explosives tho) while chasing him and shoot the bottom part of his car, so you avoid shooting him, if you shoot his car, you can take his car out before he leaves the first bridge after he turns right.

Tried that and his car blew up so I had to start all over again. Maybe easier on PC to aim, on consoles dive-by is a nightmare.
