Ok. But I saw many videos where people setup conversion API through google tag manager by creating server container. What is the difference between your method & that method?

Missing prerequisite
You can't generate an access token because you don't have admin access to your selected pixel's
business account. To generate an access token, ask an existing admin for this business account to grant you admin access.
So there is no need to setup pixel now?
It depends if you've already setup CAPI, then you don't need to do anything.
