My personal theory but tf2 was linked with a lot of gmod animation stuff back in the day like 15 years ago, then sfm got added by valve which let you use a lot of tf2 assets to animate with. With the yearly film awards valve used to have for tf2 harbored a creative community that's only expanded and evolved since then.
As best I can tell, SFM was the first high quality 100% free 3d animation software to come out with a low barrier to entry, and it has everything you need to animate tf2 characters from the jump.
I've come back to this video several times, but I'm blown away at the lack of comments about the fact that no one is talking about how Kitty0706's Engineer is just chilling in the bottom right of the last shot. This is incredible, all the fellas who have shaped a community with whacky ass animations. Incredible.

But in a beloved community like tf2, they're just the minority. The same can be said for communities such as Doom, Postal, and other similar communities.
