Petey is just a modded character that replaces dry bowser. This video doesn't have his voice clips but recent ones do. He stil has same stats as dry bowser, it's just what he looks like.
Oh yeah almost forgot. The only way I know of to getting modded characters in mario kart wii is by getting CTGP-R (made by mr bean) and having an SD card that you use for it then put that SD card in your PC, get the textures you need then add them to the my stuff folder that is inside your ctgp folder
