It has quota based on ethnicity (Chinese 72-73%, Malay 15%, Indians around 6% (all South Asian ethnicity comes under it). This means I am giving a simple example: If there are 10,000 PRs to be given in year 2025, then 7200 would be given to Chinese (no matter their back ground, education, experiences. If 20,000 Chinese applied then 7200 will get PR so competition is much lesser), similarly malay will get PR around 1500+, where as Indians including South Asians will get only 600 (where around 10,000+ Indian skilled workforce try their luck). Quota with little luck determines PR.
