Unfortunately, the Filipino government has always been corrupt and the Filipino people just don't have the discipline to lift themselves out of poverty like the rest of Buddhist and Muslim Southeast Asia. They've always been ruled by other countries and are too subservient. I say this as a Filipino American. You don't see that level of abject poverty in other Southeast Asian cities. Even Yangon isn't as bad as Manila and they are in a civil war.
honestly there are massive slums around Bangkok, one of which i klong toei which got featured in the news alot, I think that there's crazy poverty in Thailand too but overall manila is worse, you just saw it first hand because you couldn't get a hotel in an ideal area, so you got one in the slums.
