This whole idea of someone becoming a King by marrying the Queen and killing her makes no sense at all. Not a single monarchy in the entire world works like this. If a ruler dies, their siblings are next in line for the throne, not their partner. If there are no siblings left, the next in line will be the sibling of their parents / previous ruler. So in case of Frozen, Anna would be Queen after Elsa and if they both would perish, any brother or sister of Agnarr would be next in line. The throne can never be inherited by marriage. Because of the old notion that a man is above a woman, the husband of a Queen will be called "prince" in most monarchies, because he would be higher than the Queen if he would be called King. The wife of a King will be called Queen however, because she won't be above the King anyway because she is a woman. (This is just old ways of thinking, don't blame me for this concept.)
