I don't think it's a war dance, he's training with the prototype Iklwa spear, perfecting the close combat technique he will teach others. It's a very spiritual scene. Shaka is training in the mountains and forests, one with nature, one with the blade, he is in a state of absolute intensity.

So I'm guessing only certain groups of Africans in the Zulu area were good at metal working, and they were the ones the other tribes depended on for the creation of their weapons? That's what I'm getting from the start of this scene where Shaka is describing what will become the Iklwa Spear to the blacksmiths.
During that time black people new how to make vehicle,but we were forbidden by the rules of nature to make them in Africa period. So metal equipment was no problem at all.

The skills of blacksmithing were often kept within certain tribes,groups/castes,families,etc. These skills were zealously guarded and never shared with those outside the community for one reason or another. However with the influx of western tools in the present day. The old blacksmithing techniques are no longer in demand as they used to be in ancient times. Sadly it is slowly dying out in Afrika and may soon be gone forever.

The reason Shaka adapted the short stabbing spear, is because the way Southern African warfare was fought at the time was more of a ceremony than actual warfare, and it was because of this Shaka's Armies were able to easily defeat their enemies, range means a lot but was pointless in close combat, that is why the Zulu's entire combat was to defend against long range and throwing spears.
So an African cannot develop a strategy and success unless there are spirits. A European can develop and expand an empire with the involvement of spirits.
