The motion to proceed can be filibustered. There was a failed vote on the motion to invoke cloture (end debate) on the motion to proceed. Mitch, therefore, did a motion to reconsider and put it on the back burner. Now, he wants to bring it back to the front stage via a motion to proceed to said reconsideration. I think the motion to proceed is only filibusterable on bills and not motions.
