Chikotto is one of the starters of Mirai-Hen (Future Version). To get Chikoppi, evolve at Level 25. To get Chikolaser, evolve Chikoppi at Level 40.
Alternative methods: You can purchase Chikolaser at Level 1 at the Game Center for 10000 points in both Past and Future Versions, but for Future Versions it won't appear in the Future World (the default).
