Nope, Element City is on the planet surface. Sky and everything. We've seen concept art confirming this. It's probably on a planet with mystical forces, similar to the one in Onward.
I also like to guess that Jack Jack copies what he sees, such as metal, fire and water. And I don't think Jack Jack is an Elemental because he can change all the time, rather than be one element all his life. And I wonder how the Underminer is an Elemental considering that he does not have much the physical qualities of any of the four elements. Either way, I cannot wait for Elemental's debut.
What do you think about the new Elemental trailer?
Pretty cool. We are introduced to the Elements Society and it doesn't give all the story.
I like it a lot.
The Witch from Brave have the power to give life to inanimate objects (Ex: Toys), so she also gives life to the Elements of Nature.

Super cute

That might be the case. However, concept art is usually very different from the final film. We’ll just have to see as we get closer to release.
In journey to the centre of earth stories and film underground has it's own skies.

The elementals could possibly be able to change into humans like the sea monsters in Luca.
@@purelypixar6456 The how did the Elementals not change into humans at all? I am confused, but only the full length could tell more.
