The funny thing is: PC Players could lock their fps to 30 and would have no performance issues what so ever and it would still look better than on console. But we dont want 30 frames. We want at least 60 frames per second. So yeah its poorly optimised. I am playing on ultra in 4k and have 45 fps. Still better than console you kid.
after a while of playing the game you get used to is, I don't know why they felt like they had to change the VA but their voices are similar enough that it doesn't feel entirely different
so basically the outsider is the devil that watches people fight for his entertainment. give your enemies power, then when they overthrow u, gives u power to watch u retaliate.
Not gonna lie. I was skeptical about the change from Billy Lush to Taylor for the Outsider's VO before launch. But having played the game, I liked his portrayal. I still like Lush', too, but Taylor did well with the role and my brain kinda merges the two versions in my recollections of the character now.
I really love the new design of both The Outsider and the Void. My only issue with the new voice is the single fact of being accustomed to the older one, which in my opinion, was something that defined the character. The Outsider is neither good or bad, he's an observer, and his old voice was expressionless, which added to it. His voice showed that he really didn't care what you did, he just "enjoyed" watching it all unfold. But this new voice, I get the feeling he's taking a side, and that he's anxious about something, like expecting a certain outcome... I like Robin Lord Taylor's voice and, don't get me wrong, I congratulate him for his work. I'm just afraid it doesn't quite fits the character as I envisioned it.
And yet characters evolve, the outsider as an omnipotent figure should be able to...configure...his looks, his sound. They state he is inactive for long periods of time, what if during the first game he was just waking up? And now he's completely awake.

I know this is a late comment but I always thought since (SPOILER INCOMING!!!!!) Delilah merged with part of the void it changed the outsider a bit. Part of his human element showed changing the void as well. This most likely made the change permanant because it's the same in death of the outsider.
The Outsider is a godlike being with the world as his Antfarm. He doesnt really care what happens to it but he doesnt want to destroy it either. He just wants to observe like staring at the TV Static waiting for something interesting to happen.
I hope that in the dlc we can play as the Outsider. Maybe 4 thousand years ago the Outsider before him marks him with a different mark but then the old outsider betrays him in the end and gets him kill (i.e. the sacrafice). But the 2nd half of the dlc as a whole is the present outsider in the void, so fueled by hatred for the old outsider that he gains revenge and becomes the next outsider. He is able to kill/non-lethal the old outsider because the void simply wants change, no one truly knows what the void wants or is.
Why can an Xbox One and PlayStation 4 run this flawlessly yet my GTX 770 STRUGGLES to maintain a consistent FPS? Judging by the comments there is a problem with the PC port...?

For dishonored 2 we tried to answer questions about him people had for Dishonored 1, like "Why is he so fucking boring" and "How did you fuck up making a trickster god" and "Why didn't you do literally anything else with his character"

This is definitely one of the exceptions where consoles have it better :) though if you VSYNC or cap the game to 60FPS you should be able to avoid most of the erratic frame pacing by now, after the latest patching. Others also mention setting g_mouseClamp (or similar) to 180 instead of 360 helps with input lag (under my documents\my saved games\arkane). Still, it's not flawless; more experimenting with exclusive or borderless fullscreen, and reducing CPU intensive graphics settings, is still needed for things to feel "kind of" smooth I hear.
Game overal is really good. But it runs poorly on pc, Emily has pretty uninspired powers and the story is meh just like it was in the first game. And the void sections are plain boring. It's like the memory thing in Fallout 4. You just walk and exposition is thrown in your face.

Billy Lush is the one and only Outsider for me. They dropped him for hipster name recognition from Gotham... so sad that they did this, it completely ruins the Outsider scenes in the game for me. Don't get me wrong this new guys is good, but when compared to the original it falls flat badly (but if you never played the first it would not bother you).

As for the other thing you mentioned, I doubt that highly. The only way that would mean anything is if there was a huge gamergate thing about it. For the most part i do not buy into the over the top social justice warrior PC crap myself. I am all for social justice but 90% of the time people are just going overboard.
