You have to communicate well to them or risk divide or bad actions as a result.

In this particular universe, they were the only organization I think at the time prior to the Raccoon City incident, where their Security personnel had some kind of training against B.O.W's. The training in general wasn't really that refined until after the Raccoon City incident. The "survivors" of the incident is what really changed the fighting tactics towards B.O.W's later on in the Resident Evil universe. Apparently Hunk created a fighting style after the Raccoon city incident to help those to have a better fighting chance against B.O.W's, mostly the zombies. The fighting style didn't have a whole lot of physical techniques besides Hunk's famous neck break, but it was more of a tactics mindset situation.

Given that when the outbreak occurred all umbrella cared about was collecting data from it its kinda hard not to be at least neutral to them, most were victims by proximity but those guys were victims by design
I cant imagine being dropped into that mess, and not receiving a briefing, I guarantee most of those men died simply because they lacked vital information to handle the situation.
Its kind of weird how USS is the one enforcing Quarantine around Raccoon, atleast at this spot since canonically wise it was the Army National Guard & US Army that was doing it according to RE Outbreak cutscenes

The crash of a military chinook which killed 40 refugees at the end of the scenario heralded the end of their efforts to evacuate people. They were mainly tasked with maintaining a few barricades at primary entry points to Raccoon City. At some point prior to the 29th September, the National Guard was forced to abandon their posts and some people were able to slip through the cordon. USS Unit 6 was likely called in to supplement these efforts. Wouldn’t surprise me if the U.S government put pressure on Umbrella to help, given they were behind the outbreak.
Can't blame Dylan to be an Antagonist in this Movie. He felt betrayed by the order of his Superiors and selfishness of saving a Corrupt Government Official and Umbrella Executive other than saving Civillians. Because in Dylan's eyes they were the true villains.

This is the thing I wish Capcom would cash in on. They have so many spin off stories just from the Raccoon City incident alone. To my knowledge there was also a town close to Raccoon City in the Arklay mountains. This town was also where Robert Kendo's brother lived.

It's basically pre-sci-fi cyberpunk where that corporation has as much power as one in Night City in 2077 in CP77-setting. In reality while some people believe we are heading that way, we are luckily no-where near that where in such a case authorities would take over. And would have to, no US corporation would even be able to do this as they are not this militarized to have their own de-facto paramilitary forces though.
I'd assume this takes place after the National Guard pulled out after the chinook crash in one of the RE:Outbreak games. The goverment probaly told Umbrella to take charge and clean it up.

I didn't like this part simply because it just made no sense to me. Why is Umbrella the one controlling the border? Why aren't they dressed as the UBCS since their goal is similar to theirs, but they look like the USS even though they clearly aren't as professional as well as disciplined as them. Why create this new Umbrella soldier group when they had the other two that would make more sense?

In reality while some people believe we are heading that way, we are luckily no-where near that where in such a case authorities would take over. I didn't like this part simply because it just made no sense to me. Why is Umbrella the one controlling the border? Why aren't they dressed as the UBCS since their goal is similar to theirs, but they look like the USS even though they clearly aren't as professional as well as disciplined as them. Why create this new Umbrella soldier group when they had the other two that would make more sense?
