I can’t believe it, my RX-5250 is having the EXACT same issue (just started today) with that same low distorted hum- only while using tape functions. Will open this bad boy tonight and will look into bad solder joints and leaking capacitors.
The problem I am having with mine is the oscillation like yours after coming out of record mode, then into playback. It will finally settle out and get less and less and play fine until you go into record mode again. I think this is an electrolytic capacitor becoming open and many need replaced at this age. I deoxid D5 sprayed the record play slider switch. I have the service manual. Could not hear part of your audio, so what was the problem other than bad solder joints?
I don't know as this was sent to me for repair and all the customers wanted was the ability to record on cassette via microphone I didn't fix the radio and I sold this years ago and since then he has bought another Panasonic RX 5025 from me to replace this model that simply failed on him over time
Hello friends, if someone can advise me, I have a Panasonic rx5250 recorder that plays the radio but not the cassette player, and I checked to see if it was the pickup or the bands, but if it rotates and works, it only does not send audio.
Sounds like it needs to have it servicing cleaned all the switches specifically service the recording bar switch as all your music goes through it all your source material and if you never record with this unit then that recording bar switch never moves and therefore it can get corroded in position.

It's bad grounds that need to be cleaned as well as the recording bar switch that should solve it
Make sure all the grounds to the tape deck are clean as possible

so on panasonic 5250 did you ever find out what was causing the buzzing sound?
Do you have any video showing how to remove the tone slider? the wiper fell off mine and it needs to be re-attached.
If you're talking about the electrical wipers inside the slider then it's time to replace the slider
