TV Tokyo referred to this ident as "Patapata." They actually got rid of it not long after the infamous Pokemon anime "seizure" incident, which was probably a good idea, although the very '80s synth score was dated by then anyway. The Japanese text above the number 12 at the beginning of the ident apparently means "green and refreshing" or something to that effect. At the end, "12 months of fun," a slogan the station had adopted in 1979 when it was still known as Tokyo 12 Channel (if you haven't, check out the really cute - but bizarre - OP/ED the station used from 1979 until its '81 name change to TV Tokyo). Incidentally the narrator on the variants used from 1985-98 was Ayako Miyazaki, famous as one of Japan's first female newscasters. (Not to be confused with the cricketer of the same name, who wasn't even born when this ident was first introduced.) Also in the '85-'98 version, the "12" logos at the beginning and end were replaced with still photos of the TV Tokyo building (a daytime pic for signon and a nighttime pic for signoff), although a very brief glimpse of the white "JOTX-TV" text on green background is still visible before the "trippy" part of the ident begins.
Some Japanese uploaded these both on YT and Niconico. But they're risky to get deleted due to copyright claim from an authority that doesn't even own them.
4 Versions go like this: 1981-1985 (Sign-on & off) : This video 1985-1993 : Like you said in on the last paragraph. 1993-1995 : A little change where the narrator annouces power,the kilowatts unit change from KW to kW. 1995-1998 : TV Tokyo ex-logo changed from blue to red.
They used this as signoff as well. This is the "clean" version - there's also a version with a female announcer giving the station ID, frequency and power information (which is also printed on a blue screen which obscures most of the on-screen graphics for a few seconds) and (depending on whether it's signon or signoff time) a "please enjoy today's programming" or "good night" message.
This looks so ahead of its time (although the music REALLY aged badly), this ident would still look brand-new if someone actually makes a remake with modern 2D effects.
i wish i made something like this (even though im not japanese and have no cel paper). but i love the animation. sad they removed this off the airwaves. if only they still used it

the music was modern and beautiful by 1981 standards, people were obsessed with futuristic artificial sounds back then. The less organic, the better.

Frequency (217.25-221.75 MHz) is at the similar range as
European and Asian channel 11 (217.25-222.75 MHz).
