now that you mentioned Chase H.Q, Taito must have been contemplating the creation of the game, since there are some billboards for a fictional program called "Manhattan Vice" which feature 2 officers which not only look like Miami Vice's Crockett and Tubbs, but would end up being the models for CHQ's Tony Gibson and Raymond Broady.
Namco's Pole Position created the concept of how the tracks appear on screen, while Sega's Out Run replaced the Formula 1 race car with a red Ferrari-like car and added extra routes for the player to choose from. Taito's Full Throttle, known outside of Japan as Top Speed, doesn't add much to the genre other than being faster with the ability to use nitros. However, this concept was later used as the basis for Taito's 1988 arcade hit, Chase H.Q. and its sequels. See also Namco's Lucky & Wild.
This is much better programming than the terrible joke of a conversion of Chase HQ. Man why did they have to get this game right and Chase HQ turn out like crap? oooof!!

Not to mention, as is Taito's trademark, some of the tightest-composed music in the arcade milieu.

And I noticed that Tatsumi's TX-1 beat Sega's Out-Run in having extra routes.
Looks like Chase H.Q minus the chase
