Android 16's ultimate skill Hell Flash deals pretty strong area damage, so it can be pretty useful when you fight more than one opponent at once. The rest of skills I didn't tested enough but Rocket Tackle super skills a pretty cool looking knockback. Best way to increase Android 16's friendship meter is to wear his outfit from vanilla game, and using his skills, or taking him on PQ/Infinite History Saga (this also works in boosting the damage on DUAL Ultimate: DUAL Hell Flash).

I love Android 16. His character development was really great. I would love to get an Android theme DLC, where we could get Super Android 13, Android 14, Android 15, Android 19 and Android 20 (Dr.Gero). Honestly, I would be excited for this.

I think that we might get Super Android 13, Android 14, and Android 15 at some point in the future in the future dlc.
Ps. Android 20 (Dr.Gero) might have pretty interesting dialogue with Android 21.
