And once they recieved the cost prize of the machine, they can increase the chances to attract more customers by putting in more expensive prizes, or buy a second machine with the profits of the first one. It's not business if you dont earn money, carnaval games being RNG and playing it fair doesnt earn money, so you have to be unfair with the RNG with the extra cost being returned in the form of a show. Carnavals are essentially putting a tax on fun. Having fun? You better pay for that entertainment.
