Coming from a family with many civil servants, I know that getting a great rank on the exam does not equate to being a good officer and a great contributor to public service and improvement of the country, and vice-versa. Really brilliant officers who are capable of contributing unfortunately get disgusted with the service by the time they reach mid-career thanks to interference and politics, and either resign or just look after themselves and their family. Let's hope this individual proves to be a great public servant and contributes to the improvement of the country.
When i was a student and an aspirant i was told that the answer should be written in paragraphs... I followed that and failed badly... but after i got a Professor job and started correcting my student papers i understood that no professor has the time to evaluate the papers very carefully... SO IT'S THE JOB OF THE STUDENT TO MAKE THEIR KEYWORDS VISIBLE TO THE EVALUATOR... bullet points with underlined keywords is the present day trend.
