This team building activity is promoting sane competition! Well done to the facilitators and to the participants as well who have demonstrated a high capacity of listening!
An idea: make the fish who get caught become part of the fishermen circle. That way everybody continues to play in each round.

great game .make a few variations and it can be a lot more fun. such as time limit, changing the positions constantly or giving fish team a task to do during they are running in and out the circle .

We can see how people are gathering and playing.
The interesting part is when the person in the circle raise their gathering up hands, other person can enter and exit in the circle.
The second interesting thing is that when the gathering up hands raise down, then the person who is outside could be out.
I did this with our summer camp trainees.Very enjoyable yet purposeful exercis

Ok, fish can be out of the net for 2 seconds so my guess for the most optimal play for the fish is as follows:
Separate the fish into 2 equal groups
, On count 1 group 1 goes inside, group 2 outside
on count 2 group 2 outside and group 1 inside,
count 3 both groups out side
repeat that pattern this ensures that the fish group is outside for 2 seconds each time and it is possible for no fish to be caught. The maximum number of fish caught per round is half.

Obstacles
I think what we learn from this game in regards to team building is to reach to a conclusion as a team. To blend with the group. Team work is beneficial only when it's done in unity.
They may learn the consequences of making decision (to trap the fish) in deciding what number to trap and strategies (for the fish) to reduce the catch..
I don't understand why the first group of fishermen took so long to come up with a number.
