(a) The operator of a motorcycle:
(1) May pass or overtake vehicles by riding between rows of stationary or moving (vehicles) in the same direction on both divided and undivided streets, roads or highways under certain conditions. Riding between rows would be permissible if the motorcycle does not exceed 40 miles per hour and is operated at no more than 15 miles per hour over the speed of traffic. Motorcyclists passing or overtaking must not pass or overtake on the shoulder or to the right of a vehicle in the farthest right hand lane if the road is not limited access or in a lane of traffic moving in the opposite direction. Passing or overtaking vehicles between rows of vehicles is legal if done in a safe and prudent manner while wearing a helmet and eye protection.
