I don't think they will, I think no couples will become canon in the end. Yes it has romantic implications, however so do many more characters towards Yuu; Mitsuba, Mika, to a limit Kimizuki. And most of them are one sided, even Shinoa's(not sure about this because she's not sure herself). Even more, it's a family manga, the important part here is family and developing romance along the way is something I sure Kagami doesn't want to get involve into, too much drama and awkwardness.
