HI! I’m not definitely sure, but in my case, I find it more useful at the bottom if you’re right handed and search a website / address holding the phone with one hand. You can type easily, not having to reach up.
The only benefit of the bar below is if you have a large screen (Max) you can easier browse safari with one hand. If I want to change the address, sometimes my finger cant reach the top bar, so I have to lower the phone, raise it and then type. It can be annoying
Supposedly if the bar is at the bottom, you can swipe between windows that you have open. I have not tried it b/c I like mine at the top. :)

The reason the tab bar is at the bottom is so you can easily reach it
Someone in the comments mentioned it being swappable between tabs too. I still prefer the top.

Hi when the tab bar is down and you have multiple tabs open you can switch tabs by just swiping right and left
Ah interesting. I guess that is useful if you use the iPhone tabs a lot.
