I understand now!! In JC3 there is a DLC where an Eden Co. lab rises out of the water and the Black Hand controls it, the main lab has a weather controlling machine. After you complete the story of the DLC you can see some black hand units driving off in a boat. In this game the Black Hand rebuild the machine and uses it to control the weather!
Finally somebody who had the same thought process ... And I think that "Eden" AI is actually the voice behind these collectables and it made a deal with the black Hand...

Why are people getting so easily hyped over a short cinematic trailer put together with random music and no real content. How can you even talking about a movie with that in mind and als with the fact that Just Cause has no real good story whatsoever.

I just finished this game on PC version and none of those scenes were in the game! Still this game kicked ass Never played such a fun game in years. Although the ending was a bit lame.
