No I don't think so it will be because the consumption of electricity for every month or for a given period of time will be different right ? As you can't control the amount of electricity u are using. It varies and so it will be variable cost. the same happens with water supply. If u are a farmer you would require more water during the sowing season and if u are a firm and you get more orders then you wil be consuming more electricity for that required time period.

When you have to pay freight on transport then explicit but if the vehicle is of proprietors then implicit....
