It's not uncommon for CSM release to sometimes not have voice lines if the actor who played that Rider can't or won't return. It's presumably why the DecaDriver Ver. 1.0 didn't have Tsukasa, the Kiva Belt relied on Kivat for voice stuff while leaving out Wataru, and both versions of the Kabuto Zector lacked Tendou.
