To Dr. Ben Carson's point on Education and Substance, you do not have to go back too far in history to acknowledge good students. Just go back to the 1970s and for the first half of the 1980s, up to that point, students were still learning STEM (Science, Technology, English, and Math) pretty well!!

A perfect example of how Federal, state, and local building codes and regulations are driving up the costs of housing is the widespread mandating of commercial building-style fire suppression systems in new single family residences. For example, I have retired friends who built a new home in rural Maryland on the Chesapeake Shore. The county building department required their builder to include a central fire sprinkler system in the house which added tens of thousands of dollars to the price of their new home. Of course there might be some small compensitory economic benefit to them by reducing their fire insurance premiums, but that is offset somewhat by the added coverage premiums for water damage, so it's probably a wash. My friends are relatively well off, so they could afford to grumble and swallow the additional costs, but for some folks it would have been enough to scrub the project.
There is also significant drag on the economy from commercial building code overregulation. I'm on the board of a small 501-C (3) museum foundation. It owns a small office building condo unit where public fund raising and educational events are periodically held. The existing unisex restroom is not fully adequate for occasionally increased public traffic, so we decided to subdivide it into two restrooms by adding a dividing wall, an additional entry doorway, and fixtures. We soon learned that the city building and zoning department would not issue a building permit without detailed electrical, plumbing, and structural drawings by a licensed architect, and certified by licensed structural and civil engineers, all costing thousands of dollars. Also, they told us that because one of the entry doors was not ADA compliant by one inch, it would require a difficult to obtain variance. All this plus the actual construction costs of the physical modifications would have exceeded the foundation's financial resources by an impossible amount. So, we ended up shelving the project. Ironically, we discovered in the process that the previous owner, a small printing and sign making company had phyisically modified the originally approved and built two-restroom design into its current configuration as one large restroom, without obtaining a building permit. So now we find ourselves in some kind of a no-man's land regulatory limbo. Bureauacracy has triumphed once again over the public good, and a small general contractor lost a modestly profitable project.
