Perhaps a little old fashioned now, but popular in England in the mid 20th century. If I recall, the author was a schoolmaster at Eton, and it would have been sung in assembly at the grander English schools and colleges from time to time.
Not the melody for this hymn that I know. I like H.Walford Davies' melody "Purpose" for this hymn. It's a march and makes me feel like moving with "purpose."
