You also made a mistake with Ekans me thinks. Ekans isn't using Leer, but rather Glare, which in Japan is actually called "Snake Eyes". It might explain why the art is different, but I could be wrong. Still even if I'm wrong, it's not like all of the other repeated attacks are consistant either.

The Koffing card actually shows what's called a sweat drop next to it's face. In anime and manga, this is an expression. So it's not actually smiling as in happy about self destructing...tied with the sweat drop, it's actually more along the lines of it realizing it's just effed itself.
in a sense it IS using glare - the attack on the card says にらみつける, which does mean to glare in japanese, but was translated as leer for the english games. you can see in the side-by-side that it reads the same as spearow's attack, who is also using leer. the move translated as glare in english is へびにらみ, which you can see shares the にらみ (glare) part of the name but specifies へび (snake), so, snake glare. which makes sense since, as you said, it was the ekans line's signature move. maybe when the art was created it was intended to be using glare, but was labeled leer instead when the card was finalized? which may have been what you meant by your comment haha. the move has been depicted as lights shining from the eyes in some iterations, so I'd agree that looks like the intention there.

Yes, the more it uses wing attack the more damage it does because he is shooting out tougher parts of his body. Until he gets to bone where it’s a 250 base power move, but every time golbat uses this move the more recoil damage it does.
Ya know, that's one thing that always bugged me about Wing Attack in Gen 4 onwards. In Gen 3 it was the user whipping up 2 tornadoes, and throwing them at the target. Where as in future generations, it was a spray of feathers, or later on, summoning a feathered wing and hitting the enemy with it. Despite some flying Pokemon not having feathers like the Zubat line.

But not while it's using Meditate, an attack which increases both your attack and defense, by one stage, I think. It wouldn't be very convenient to carry the pendulum thingy and Meditate at the same time, unless it had 4 arms, like Machamp, which Hypno, does not.

To me, this set of art gives me the vibe if an artist starting strong but is running out of ideas by the end. It looks like Ken Sugimori was told he had to draw one of every Pokémon doing whatever attack he wanted. Sugimori got a wave of inspiration and excitedly drew some with a lot of thought and effort, like Ditto and Weepinbell (despite how kind of unsettling they look). As the artistic high was dieing down he made some good parings of Pokémon and movies, and was able to pull them off in intresting ways, such as the way he was able to express the diffrent kicks. But then, whether because he ran out of ideas or he was being pressured to meet a deadline, Sugimori rushed through the last few, making them boring and samie (like the multiple leers).
I find this extremely interesting. As a kid i always thaught explosion and self destruct would look look like that amd didnt understand why they didnt portray it that way. As for the rest it gives more character. Like how the moves we all know are done differently by each pokemon cause thats how it would work realisticly. Cause evryone is different and therefore do things there own way
Fun fact: I hear that my evolutionary line (Trubbish/Garbodor) is apparently really good in the TCG due to their signature ability. Warning: I could be wrong because I'm not super in to the TCG and only have stories I researched online or told to me in person.
Trubbish garbodor is a stellar card, not just in the one with the ability, but also with one of the most reliably damaging attacks in the game on the other one. Take it from a competitive tcg player.

Porygon makes some sense as the original Tri-Attack was a triangle shaped energy attack that did not inflict status effects. Shape is still wonky though.
Even if a tetrahedron has 4 sides and 4 vertices, the faces of a tetrahedron are still triangles. My guess is this was "triangle enough" for Sugimori and wasn't paying too much attention to it. Also, this shape would make sense when shown encasing the pokemon that uses it, no other shape that could enclose the pokemon would be as "triangular" as a tetrahedron.
The Koffing card from 16:51 isn't actually smiling, it looks more of a nervous expression because you can see some sweat conveying that he's like "Uhhh I don't think I should've done that"

I have the depressing Cubone card but its move is called: Burdensome Bone (What it does is that that Cubone can't attack for two turns.) And that's the only move.
The actual depressed cubone card has two attacks. I should know best, because I own the German card of the depressed cubone that Michael talked about as I went on an trip to Germany and buyed some packs. While writing this comment, I searched for the card and sadly could not find it.
I do think it's cool to show how varied the moves can be depending on the Pokemon using them, unlike the anime in which most moves consist on Pokemon summoning some energy-shaped thingy. For example, the way Cubone and Marowak can use Bone Rush with their bone weapons, but Lucario just materializes a bone made of energy instead of using the bones in his paws. Also the Dragonite Hyper Beam one, there are many variations in how Pokemon shoot the Hyper Beam. In the anime it's mostly from their mouths, but in Pokemon Origins for example, Snorlax just shoots the beam from his eyes.
Just noticed some good strategies using these specific cards together if the moves they have match the art they are supposed to represent, like the Rydon line for instance with focus energy then having horn drill could be a good combo evolution

I think Victreebel is suppose to be depected with it's entire body spining around, as the multiaple stems might be there to convey motion like with Butterfrie and Primape, though at the same time even if that was the case, that would seem to imply that it's leaves are moving faster then the rest of it. It's still weird.
When he was showing the psyduck art he said that mushrooms are growing on his head . In the games the mushroom animation is used and according to the anime psyduck sleeps with its eyes open
One detail about Koffing you neglected to mention is that it appears to have the "gas hands" it was sometimes depicted with in early artwork.

Porygon makes some sense as the original Tri-Attack was a triangle shaped energy attack that did not inflict status effects. Shape is still wonky though.
Even if a tetrahedron has 4 sides and 4 vertices, the faces of a tetrahedron are still triangles. My guess is this was "triangle enough" for Sugimori and wasn't paying too much attention to it. Also, this shape would make sense when shown encasing the pokemon that uses it, no other shape that could enclose the pokemon would be as "triangular" as a tetrahedron.

In the anime, James of Team Rocket often consults cards to learn about some pokémon new to him. His cards were never shown, but they seemed collectibles (and James likes to collect things). Knowing about these Japan-only cards, I think that's the "same" cards.

The actual depressed cubone card has two attacks. I should know best, because I own the German card of the depressed cubone that Michael talked about as I went on an trip to Germany and buyed some packs. While writing this comment, I searched for the card and sadly could not find it.

I do think it's cool to show how varied the moves can be depending on the Pokemon using them, unlike the anime in which most moves consist on Pokemon summoning some energy-shaped thingy. For example, the way Cubone and Marowak can use Bone Rush with their bone weapons, but Lucario just materializes a bone made of energy instead of using the bones in his paws.
Also the Dragonite Hyper Beam one, there are many variations in how Pokemon shoot the Hyper Beam. In the anime it's mostly from their mouths, but in Pokemon Origins for example, Snorlax just shoots the beam from his eyes.

Just noticed some good strategies using these specific cards together if the moves they have match the art they are supposed to represent, like the Rydon line for instance with focus energy then having horn drill could be a good combo evolution
