There is another version that does just that. It works the row by pulling up the loops then in the 'return pass' you pull the loop through all at once. Makes strap have zero stretch.

It’s actually called Tunisian crochet and it’s not a stitch it’s it’s own thing kind of a mix of crochet and knit and it has its own stitches😊

It starts off with chaining. I'm pretty sure this is the Tunisian simple stitch! (I saw a tutorial a couple years ago and had to go buy an Afghan hook to try it, it's my go to for crocheting straps for bags and I made a blanket using different Tunisian variations)

Start is just chaining, then picking up each loop... ending you'd do slip stitches instead of picking up. Feel free to correct me if I'm wrong 😅🫣
