Did you lock fps in driver or msi afterburner? In game menu sest fps to unlocked and 1440hz if you can.

what about Nvidia settings? I have ryzen 7600 and 4060 combo, seeing exactly same fps levels but also tearings. if I cap fps or turn vsync, it creates input delay. my monitor is 144 hz. what should I do?

Nvidia settings are on default. You can use msi and lock fps to 144

FC 25 runs better then FC 24 less stutter and more fps only cinematic and replay still have low fps.
