The events all took place in the present, no matter what point in the universe they happened. If you bend the fabric of the universe so that you can give him the book, that is simply an event that occured, no different than going to your friends house to give somebody a book, going to 1922 is just going to a location, it isnt going to change what happened the first time in 1922, its a new event
It is very weird that A17 didn't really trained that much, yet his power in dbs rise so much that he can match super saiyan blue. His sister on the other hand did trained a bit yet has way less power than him

if im not mistaken toriyama at some point said 17 was the 4th strongest on the tournament of power universe 7 team only after goku, vegeta and frieza (i think it was stated he was the 3rd strongest prior to the joining of frieza but same difference). his performance is sort of indicative of this, he seems to be just under the level of ssb goku or vegeta tbh. he fights base top and does some damage to him, though loses ultimately. base top fights fairly consistently around but just below goku and vegeta's ssb forms. 17 is slightly weaker than top and top is slightly weaker than ssb goku and vegeta, but they're all fairly close. he at least has the definitive edge on ssj3 goku while holding back, and was able to hit and harm jiren when he caught him off guard

Yea, and the fact that Android 17 was only training with Cell Jr.s, and it doesn't make sense to make him that strong by defeating them
