I'm surprised people don't remember this from the game! From what I've gathered from old Bell Tree Forums posts, this event has an extremely rare chance of happening from 12:00AM to 12:59AM on NTSC copies of the game. Supposedly the logic that triggers it is unknown (and will likely remain so until the game is decompiled), but it's definitely rare. The event happened to me when I was a young kid at summer camp; I grabbed the game to play because I couldn't fall asleep. I started up the game and, yep, it was just that music playing, not the usual midnight theme. I was walking around town and there was nobody out, like way more so than usual on a midnight in game (I know cranky-type villagers are usually out that time, right?). I remember walking around aimlessly until I came up to the town hall, and it was lit the hell up! Like bright, ethereal lights streaming through the window, it was nuts! Yet when I tried entering the building, I got that same exact text in the description ("It's too late to attend service."), though I don't remember the "always" part. I think kid-me got spooked at that point and shut the game off. Weird stuff! I've heard some people speculate that it's a localization of a scrapped Shinto-esque event in the Japanese version, but I don't know why they had to make it so creepy. The only other thing I remember about the event - and you'll have to take this with a grain of salt since it's been so long - is that the moon in-game looked kind of weird from that point on? Like there was a teardrop-shaped sort of crack in the moon, and it never went away. Maybe it was just a crack in my DS's screen, I don't know. Strange to think of the ghosts haunting these old games...
