For tech reasons, they cant. UK/French Missiles are GPS locked with exclusion zones. Much like toy drones are prevented from incursions into certain airspace.
So they will require permission (unlock codes) to fire them into new zones. The US control GPS satellite functionality, especially for airborne objects travelling at Mk1.

The USA alone could have supplied over 300 M1A1 tanks that the Marines have returned to Army storage, these are older tanks and will be mothballed in the next few years so why not provide them to Ukraine?

France and UK have wanted to do this for over a year but, they couldn't go ahead without some coverage from the 'Biggest NATO' member who has to approve using satellite data and topographic mapping data to allow these missiles to find their target even without the GPS signals which Russia knows how to block and causes a lot of drones to crash before reaching their target.

It doesn't really matter what Trump does... Ukraine may crumble long before Trump gets into office. The biggest problem for Ukraine is draft dodging and desertion, essentially mass cowardice. No amount of weapon deliveries is going to change that. Russia is very close to breaking through completely, apparently they can take these insane losses and Ukraine just can't.

The effectiveness of ATACMS is dependent on Russia air defences. If Ukraine can fly a slow moving drone to Moscow, or to an airbase in Saratov - just how effective are the remains of Russia's air defences? And its the thought that counts - if Russia has to move their aircraft out of range, they reduce the number of combat sorties by more than half. Half the number of sorties = half the number of glide bombs to be dropped = Russia stops advancing, because Ukraine can build effective fixed defences rather than a slow mobile retreat.
