Bro i think cod is not optimal for uranus. My reason is that u dont deal magic damage constantly as his 1st is his main (magic) damage and it has decent cd gap. So cod's passive could reset pretty easily in some situations. Also it'll be harder to stack as compared to hylos 2nd Brw i love ur thunder belt n skypiercer build. Besides their passive the movement stats are great for kiting. Keep it up bro👍

I agree to use COD properly you would need at least 35% CDR. But if you were to go Enchanted Talisman probably but i dont think its optimal
