Hercs... But you can combo it with Havocs (if you are with Goliath).. I usally fight with 6 Shield gen and hercs in fast config (45k dmg X4, 200k shield) and 500k shield and Havocs (about 50k DMG X4) in slow. (Without boosters) It means I have shield in fast config too what can be useful, and I have also Shield and Damage in Tank config. And Solace (I think the best Goliath design) restores 20% more HP with hercs...
