While you can shoot the bridge with the tank there's a good chance RNG will kick you in the teeth and you'll have to take a few shots to get it. I try to show things that can be achieved 100% of the time.
I've tried this 3 times on my first playthrough, but on level 16 scouts there is not enough AP to move Alicia to the elevator past the last base. So I hid her behind the first building, ended the phase and then re-buffed her and completed as shown.
Somehow I don't have the caution order but sending a defense up scout up to destroy the bridge and then retreating them works the same... also I was unable to blitz past the tank near the bomb so I captured the base and healed up and the tank ignored my unit and I was able to blow up the bomb the next turn
took a break, roughly 4 years, was stuck on this mission, came back, and finally knocked this one out, man have to get everything exact movement wise or someone biffs it

I hate this game. Not clear at all what you have to do in some levels. Enemy turns should be skippable, as should the constant in game cut scenes
