Shawn, I see this all the time here in NM. I live here and we have a NewMexico Catch and Release Program here. No Consequences, No Justice, No Problem policy. This Driver will be back in the road tomorrow doing the same thing. It's a very common occurrence all over NM. People flock here just for this reason! This is why we have the highest crime rate anywhere! Our governor is only has a few brain cells left. And the ones she has were donated! You can figure out the rest pretty easy. I had to haul a load from Austin to Philadelphia with no bill in a big rush, no bill 3 box trucks waiting to take the load had to be there on time and I wouldn't let them have the load till they faxed the bill and signed for it, got it too.
So if they needed a search warrant than it was a little late to ask for one after they had already opened entered and looked into the cargo areas. But im pretty sure they don't need one as the rights of truck drivers are far less than those of non commercial drivers

If they cut the locks on your trailer and tell you to open the doors, you refuse and say I do not consent to any search. Make them do it themselves but never tell them to do it because that can be considered consent. A good attorney will get everything dismissed. They performed a search prior to obtaining a warrant which they only obtained after they found something. The warrant and everything they found is fruit of the poisonous tree. Remember your rights. Always say,”I’m invoking my right to remain silent and I do not consent to any searches whatsoever”. And afterwards stop talking period. The police are not your friends and will violate your rights every chance they get. They love it when you don’t know your rights and when they realize that you don’t they will take advantage of you and make you think you have to let them do whatever they want and make you think you have to answer questions. You don’t.
With an inspection they don't need permission to go into the vehicle. It's different from when you're a private commerce vehicle vs. a commercial driver. Commercial drivers are subject to inspections without a warrant, the cop even says it in the video. In certain states they can even pull you over to inspect your vehicle without permission.
