The way tips (a uniquely American thing) work is a waiter agrees to work for minimum wage, which varies from city-to-city and state-to-state. If the waiter makes enough in tips that their pay is the same as what their minimum wage would have been or better, then the business doesn't pay them. If the waiter makes less on tips than what they should have, then the business pays them the difference to make it to what their minimum wage would have been.
