There was no rent control, and it wasn't an open market. There was a certain line you couldn't cross. I believe the landlord had looked it up as well because he was very careful not to cross that line.

Hence, many greedy property owners would prefer to tear down their buildings and build new ones as 'luxury" apartments which displace even more residents. Currently, the only foreseeable solution is California Proposition 10 on the ballot this fall. Taxpayers need to vote Yes on Prop 10. Taxpayers can no longer afford to subsidize the rich. The fiscal and humanitarian cost is too great. As more middle class and poor are displaced, taxes go up in a feeble attempt to deal with homelessness, crime, etc. associated with displacement as a result just for the benefit of a few wealthy landlords. Single family homes and renters receive the brunt of tax hits because the very same people who cause the problem, pass it down to renters. This in turn cause rents to rise again causing more homelessness. Catering to wealthy at the expense of everyone else is not the solution. We have to decide as a community, do we really want to live with homeless in our front and back yards? As taxpayers, we have to stop subsidizing the wealthy. Paying $1700 a month is a good deal considering the typical apartment costs $300k per unit. The landlord should fix the leaky roof and pipes, but the tenants should keep the unit clean to keep the vermin away.
When the dirt-bag tenants above overflow their tub, it's not the LANDLORD'S fault. If the housing is uninhabitable, then why are the tenants fighting to continue to stay there? Wish things were that simple for many LA residents but many don't have the luxury to move. I'm a strong believer in supply and demand but not just supplying the 1%. While 99% pay the cost. As homeowners and tenants we cannot continue to subsidize the displacement of people to benefit a few. The human and finicial cost is too great. There is no free lunch. No one wants homeless sitting in their yard while some owner can enjoy peace in a gated community. LA taxpayers even subsidize displacement caused by equity firms that are even headquartered in LA. As a community we have to decide if we want to be a third world city for lack of a better word or not. Also if wages don't keep up with rents it's not rocket science. Less disposable income begins to hurt the economy as a whole. We have to look beyond our self-interest otherwise we will all pay the price one way or another.

California's laws are very renter friendly. These tenants have the right to not have their rent raised that quickly. If their building is being shut down to remove worms from the plumbing, they should be reimbursed for hotel during this time. If there is mold they will be reimbursed for the hotel while the mold is fixed (although that didn't look like mold). If there is a leak and it is not fixed in timely manner by property managers, they can fix it themselves and bill the manager or with hold monthly rent. Bed bugs are solely the responsibility of the property manager (although its obviously tenants who bring them in). When bed bugs are detected, legally the manager MUST remove them immediately and also bug bomb nearby units and pay for hotel. I will admit though, every apartment I've ever lived in in L.A. has had cockroaches. Even expensive places. It's an ongoing battle in LA apartments and that battle mostly falls on the tenant. People don't have a right to other people's property. The people being evicted will need to move somewhere less expensive- easier for the retired man to do, more difficult for those who will have to find new jobs. Hopefully next time they will build good credit and put 3% down on a condo or home so they can take control over their own lives. Mortgage payments aren't much worse than rent payments.

Investors do have a right to make a profit, and I can see both sides. It would be nice to keep real low rent, but why should landlords or investors give renters money? Renters can move to another town or state where rents are much less expensive. It's expensive to live in California.
Unfortuanty it's happening in many states. Many are cheaper but they also make less money. Hopefully we don't turn into a country of nomads by necessity. Maybe a more equitable solution is to peg rents to the Consumer Price Index?

Did this video say a 40% rent hike is legal? When my rent was going up around 2005 I checked to see if such an increase was legal. It wasn't.

High rises require a lot of steel and concrete and they are not affordable for the middle class.
