Many RTS have a concept called border. You cannot build outside your border. Artificial border still isn't realistic though. But neither does building towers without transporting materials.
once they added builder units to command & conquer i tower rushed all the time. even building unit production buildings outside their base was fun too.

It probably isn't. Or maybe you get a slight bonus, but you loose a Speed scroll and the time your hero has to be in the base The limiting factor isn't so much the speed, but the fact that only one Peon can work in the mine at the same time. Which is part of the reason why the game even slows your worker in the gold-cue.
I think the dirtiest tower rush yet is sending 5 militia right since the beginning and built towers without hero next to your gold mine, is almost impossible to counter as orc
You can do two Flamestrikes with Bloodmage before it runs out of Mana. While these are cool, they are also easy to dodge. And you can't creep up the BM as fast as you can do the AM, so a level 3 rush is not as fast and gives the orc more time. Basically, when human tower, they try to get as much "bodies" out as possible. Because you want something to either tank to distract from your towers OR enough damage to kill your opponent while he tries to destroy the towers. Which is why back in the day humans often T2 towerrushed with AM and Beastmaster and very few casters, basically just the first two priests and sorcs. Orcs had a hard time dealing with that

Well... if I were to design an RTS, I'd put some built-in defense mechanisms to the bases to prevent rushes/tower rushes.
Not like its impossible to defend from tower rushes right now, its pretty balanced.
