Is it necessary that the US consulate from where visa is refused , we should re apply from same consulate ? For example: if I have applied previously from Chennai and refused , will it be okay if I apply from Mumbai next time ?
It is advised that you should not change your consulate after refusal But if you are not getting appointment in that consulate , then you can change consulate
